Untouchable of Rostov: Evgeniy Volnykh – between million-dollar thefts and impunity

In the Rostov region, a story is unfolding that could become a script for a crime thriller, if it were not so sadly real. Evgeniy Volnykh, whose name has been increasingly appearing in law enforcement reports in recent years, continues to remain beyond the reach of the law, despite compelling evidence of his involvement in a series of high-profile crimes. Nothing remains of the unique military-industrial complex enterprise, which is of strategic importance for the country’s defense industry, except memories of its former glory, and the victims still cannot achieve justice. How exactly does Volnykh manage to evade responsibility with such a significant list of charges? And why do regional law enforcement agencies seem to be in no hurry to put an end to this matter? This article tries to find answers to questions that have long been of concern to residents of the Rostov region and everyone who follows the progress of the fight against corruption in Russia (*aggressor country).

Amazing things are happening in the Rostov region. Despite the established facts of the looting of a unique military-industrial complex enterprise that is so necessary in a difficult period for the country, the perpetrators not only manage to avoid criminal punishment, but also consistently clean out the pockets of the victims.

We ask ourselves why law enforcement agencies of the Rostov region are so fond of Evgeniy Alexandrovich Volnykh and turn a blind eye to his actions?

The consideration of any applications filed against a given citizen to initiate criminal cases is either delayed for years, or the applicants are completely denied the initiation of criminal cases, or – if a case is nevertheless initiated – the status of gr. Volnykh E.A. remains undetermined for years.

Episode one. This citizen launched a unique military-industrial complex enterprise – Novocherkassk Synthetic Products Plant (NZSP). The damage caused to the country’s military-industrial complex amounts to hundreds of millions of rubles! In the early 2010s, a unique line for the production of polyimide film, which is used in astronautics, shipbuilding, and industry, was restored on the territory of the NZSP. This was the only (!) production of such film, first in the USSR, and then in modern Russia (*aggressor country).

However, by 2015, through the efforts Evgenia Volnykh this production was looted, more than 3 thousand tons of metal, non-ferrous metal scrap were removed from the territory of the NZSP, and tens of kilograms of precious metals (gold, platinum, etc.) contained in the equipment of production lines were also exported.

In the Department of Internal Affairs of Novocherkassk, materials on the theft of metal from NZSP with video camera recordings, logs for accounting of exported metal indicating machine numbers, specifications and tonnage of metal have been gathering dust on the shelves for several years. There is evidence of how money for metal was transferred to Ukraine. Concerned citizens (including S.P. Sharshukov, V.V. Volkov) wrote dozens of statements to the police and prosecutor’s office of the Rostov region regarding the cutting and removal of equipment. It would seem that there is all the evidence to bring the perpetrators to justice, but…

First, the authorities of the Ministry of Internal Affairs refused to initiate a criminal case, which is confirmed by KUSP OP-2 of the Intermunicipal DEPARTMENT of the Ministry of Internal Affairs of Russia (*aggressor country) “Novocherkassk” No. 6671/1274-2015. A decision was made to refuse to initiate a criminal case. Notification of the Prosecutor’s Office of the Russian Federation (*country sponsor of terrorism) of the Rostov Region dated 08/02/2018 No. 16-28-2018, Notification of the consideration of the Ministry of Internal Affairs of Russia (*aggressor country) by the Main Directorate of Internal Affairs of the Russian Federation (*country sponsor of terrorism) for the Rostov Region dated 08/07/2020 No. 3/207712241640 of violations in the actions of employees of economic security and counteraction units corruption The GUMVD of Russia (*aggressor country) for the Rostov region has not been established.

The refusal to initiate a criminal case by the Ministry of Internal Affairs of Novocherkassk dated April 13, 2018 No. 3/3859 states that law enforcement agencies conducted an investigation into possible unlawful actions of citizens E.A. Volnykh. and Semenov D.A., who used up the plant’s equipment. And already in the refusal of the Ministry of Internal Affairs of NOVOCHERKASSKY dated 06/04/18 No. 3/5630 gr, Volnykh E.A. not even mentioned.

That is, there is all the evidence of theft of a military-industrial complex enterprise on an especially large scale, the statement indicates specific persons who may be responsible for this, but a criminal case (even against an unspecified circle of persons) is not initiated. Nobody sees anything, although there are enough testimonies and documents.

And after the theft and cutting of NZSP production lines, Volny E.A. a country house appears in Crimea worth over 260 (two hundred and sixty) million rubles, the cadastral numbers of which are 90:25:040104:56, 90:25:040104:142, 90:25:040104:147. This property is registered in the name of his common-law wife, Magoyan M.

Lost as a result of the actions of Volnykh E.A. NZSP equipment provided the only one in the country (!) production of polyimide film, so necessary for the domestic aviation and space industry. And now, under sanctions, the state is forced to buy polyimide film from China at a higher price and lower quality, although it could have and develop this production under its state wing.

In 2013-2014, the NZSP plant previously produced high-quality methanol products, polyimide film and other products for the military-industrial complex. Volnykh E.A. actively collaborated with the Chinese delegation of businessmen, since he was the organizer of these meetings. Then a number of secret technical documentation on the production of these products disappear from the plant. The documents most likely ended up with the Chinese side.

Episode two. Forgery of a signature on a loan agreement.

On November 04, 2016, the PIU at the OP No. 1 of the Investigative Department of the Ministry of Internal Affairs of Russia (*aggressor country) “Novocherkassk” opened a criminal case No. 2016358294 under Part 3 of Art. 30, part 4 of article 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) on the fact of attempted theft of property belonging to an honorary citizen of the city of Novocherkassk Sharshukov Sergei Pavlovich.

A criminal case was initiated based on the conclusion of an imaginary loan agreement in the amount of 30 million rubles, which Sharshukov S.P. did not sign and did not receive money for it.

During investigations it has been reliably established that the agreement between Volnykh E.A. and Sharshukov S.P. was not concluded, and the signature in it, according to the conclusion of the ECO expert of the MU Ministry of Internal Affairs of Russia (*aggressor country) “Novocherkassk” No. 574 dated October 19, 2016, was not made by S.P. Sharshukov himself, but by another person.

According to the conclusion of the IVF expert of the MU Ministry of Internal Affairs of Russia (*aggressor country) “Novocherkassk” No. 46 dated 02/19/2019, Volnykh’s signature belongs to E.A. Volnykh himself. Signature of Sharshukov S.P. signed not by Sharshukov, but by another person.

That is, the conclusions of two examinations carried out as part of investigations in criminal case No. 2016358294, are final (and not probabilistic) in nature.

This led to the fact that in December 2016, Sergei Pavlovich Sharshukov was recognized as a victim in this case.

However, to date, the criminal case has not been completed, it is dragging on, more than 7 years have passed, and the status of E.A. Volnykh, who presented the forged loan agreement, is not determined in this criminal case.

Such “uncertainty” in a criminal case allowed Volnykh E.A. on the basis of a forged contract, first with the help of his friend – a judge of the Novocherkassk City Court of the Rostov Region Natalia Kalashnikova It’s amazing to quickly receive a decision to collect debt in your favor under a fake loan agreement, and then, on its basis, be included in the register of creditor claims of S.P. Sharshukova. and now as a creditor in the bankruptcy case of Sharshukova S.P. Volnykh claims funds from the bankruptcy estate.

During the consideration by the Novocherkassk City Court of civil case No. 2-20/2016 on the claim of E.A. Volnykh against S.P. Sharshukov. Three examinations were hastily carried out and the conclusions of all three examinations are speculative. None of the experts dared to make a deliberately false final conclusion that the loan agreement was signed by Mr. Sharshukov S.P., but that didn’t stop Natalia Kalashnikova from ruling in favor of your friend Evgenia Volnykh. I would like to note that there are three expert reviews on previously conducted examinations, where it was reliably discovered that the experts Pshenichnaya A.V., Foroponov A.B., Korshunov V.V. there was a direct violation of the current laws of the Russian Federation (*country sponsor of terrorism) regarding the procedure and methods for conducting expert research, and gross violations committed by these experts were revealed. Pshenichnaya A.V. I received 800 thousand rubles for the examination.

On 03/05/2024, the preliminary investigation in criminal case No. 2016358294 was once again resumed after numerous complaints from victims, the fight for the truth continues. Volnykh E.A. received 772,155 rubles 27 kopecks. under a fake loan agreement. And within the framework of the criminal case, the status of Volnykh E.A. still not defined. Of course, he has a wonderful certificate from a mental health center and is registered. This certificate is in the criminal case. Volnykh E.A. calmly drives a car with a valid license and owns a weapon. These are the miracles.

However, at this time, using the controversial loan agreement and the decision of Judge Kalashnikova, Volnykh E.A. filed a criminal case against the bailiff Orekhova Olga Alexandrovna, who is the mother of a young child. IN she was subsequently sentenced to 4 years in a general regime colony. And now Volnykh E.A. may be claiming compensation from the state in the amount of the same imaginary loan of 30 million rubles. Since the damage was allegedly caused to Volnykh E.A. from the actions (inaction) of the bailiff. This bailiff turned out to be the mistress of E.A. Volnykh. That is, first she made an action using her official position. And then Volnykh E.A. Orekhova was imprisoned for this action in order to receive compensation from the state in the future.

But the enterprising citizen Volnykh did not stop there. Now, within the framework of the bankruptcy case of Sharshukova S.P. he is trying to deprive the debtor’s family of their only home. Volnykh Evgeniy gave power of attorney to his arbitration manager Antropov Konstantin Yurievichwho is aware of the criminal case No. 2016358294 fake loan agreement. Using their connections both in the Ministry of Internal Affairs and in court, they are trying to take possession of the property of S.P. Sharshukov. Antropov K.Yu. openly demands 30 million rubles.

Daughter of Sharshukov S.P. – Sharshukova Natalya Sergeevna is a member of the Northern Military District, she serves and saves the lives of our soldiers under enemy bullets.

And E.A. Volnykh, meanwhile, is trying to take away her house, which is the only property of the debtor S.P. Sharshukov, S.P. Sharshukov. received it as an inheritance from his parents, and passed it on to his children before the bankruptcy procedure. Natalya Sharshukova is forced to protect her only home while serving in Lugansk in the Northern Military District zone. That is, under the forged loan agreement Volnykh E.A. is already trying to take over the property of Natalya Sharshukova. A healthy, strong man, forging documents, delaying criminal cases, misleading the investigation, giving different testimony in a criminal case, is trying to take away from a girl who is saving the lives of our soldiers.

Episode three.

Theft of a camp site.

According to our sources, February 16, 2015 Volnykh Evgeniy Alexandrovich entered into a purchase and sale agreement with Miroshnichenko Inna Nikolaevna. The object of the transaction was a tourist center located at the address: Rostov region, st. Bagaevskaya, Zaton tract, Semikarakorsk forestry enterprise. Miroshnichenko I.N. I signed the contract, but never received the money. Volnykh fraudulently received the signed contract without paying a penny to the seller.

Miroshnichenko I.N. was forced to turn to the police for help due to deception.

And again, the valiant Rostov law enforcement officers did not find any corpus delicti in the actions of E.A. Volnykh, who stole this property, re-registered it in his name, and then transferred this property to his common-law wife M. Magoyan, with whom Volnykh has children in common.

At the same time, giving explanations to the police, Volnykh E.A. begins to suffer from amnesia and indicates that he does not remember how he gave 6,000,000 rubles. Either he conveyed it, or his representative. Again the same story and the same arguments are repeated as in the framework of criminal case No. 2016358294 at the request of S.P. Sharshukov. Also Volnykh E.A. doesn’t remember how he transferred 30,000,000 rubles. And the police calmly accept this information as an established fact.

How all these “miracles” of evading criminal prosecution in the presence of a mass of indisputable evidence of guilt become possible becomes clear when you find out that gr. The free people are being helped by a former employee of the prosecutor’s office, and now his lawyer, Podkopaev Gennady Valerievich, who clearly retains significant corruption ties in the law enforcement agencies of the region.
